The international economy is so interlocked that creating jobs in one national economy creates jobs in another national economy. That’s why it’s misleading to talk of the Chinese and other low-wage countries having “stolen” American jobs. It’s not “just that simple.”

China does indeed run an enormous trade surplus with the United States. In 2015 its surplus of exports to America over import of American goods was a record $365.7 billion. But it’s also true that China accepts a debt of an increasingly devalued U.S. currency for its labor and imported raw materials which it needs to make the goods it sells to the United States.

In one measure, by subsidizing its exports and manipulating currencies, China might be “stealing” jobs, but China in effect also exports capital. American consumers are getting low-cost consumer goods. One hand, you might say, washes the other. Campaign promises to “return” jobs from China and other low-wage countries are rarely accompanied by these explanations.

The full effect of returning these jobs to the United States would not be as simple or easy as it sounds. The “return” would produce very different jobs from the jobs dearly departed. American unemployment figures are skewed by the inevitable introduction of advanced technology. Some jobs would have disappeared due to advanced technology, anyway, and would never reappear.

Rather than talk in terms of “bringing back jobs” that appear to have disappeared to places across the seas, economists should be talking about creating jobs at home -and how to eliminate stifling regulations and restrictions imposed by the federal government, which have shut down interlocking parts of the economy.

저임국가에 빼앗긴 일자리를 되찾을 수 있는가

국제경제가 서로 긴밀히 맞물려 있어서 한 국가 경제의 일자리 창출은 다른 나라 경제의 일자리를 창출한다. 중국 및 다른 저임 국가들이 미국의 일자리를 “훔쳐갔다”는 발언에 오해의 소지가 있는 것은 그 때문이다.

중국이 미국과의 무역에서 거대한 흑자를 기록하고 있는 것은 사실이다. 중국의 2015년 미국 상품 수입 대비 대미 수출 흑자는 사상최고 기록인 3657억달러였다. 그러나 중국이 미국에 판매하는 상품들을 만드는 데 필요한 자국의 노동력 및 수입 원자재에 비해, 갈수록 가치가 떨어지는 미국 통화의 부채를 받아들이고 있는 것 또한 사실이다.

한 가지 면에서는, 중국이 자국의 수출에 보조금을 지급하고 통화를 조작함으로써 일자리를 “훔칠” 가능성이 있을지 모르나 중국은 또한 실제로 자본을 수출한다. 미국 소비자들은 저가의 소비 제품들을 구입하고 있다. 이를 두고 누이도 좋고 매부도 좋다고 말할 수 있을 것이다. 중국과 다른 저임 국가들로부터 일자리를 “되찾겠다”는 선거공약에는 이런 설명들이 수반되는 경우가 드물다.

이런 일자리를 미국으로 되돌리는 데 따르는 전체적인 효과는 말처럼 간단하거나 쉽지 않을 것이다. “되돌리기”는, 비싼 대가를 치르고 떠났던 일자리와는 아주 다른 일자리를 만들어낼 것이다. 미국의 실업률 통계수치는, 첨단기술의 불가피한 도입으로 인해서 왜곡되고 있다. 어쨌거나 첨단기술로 인해 사라진 일부 일자리는 다시는 나타나지 않을 것이다.

경제전문가들은, 바다 건너편에 있는 여러 곳으로 사라진 듯이 보이는 “일자리를 되찾아오는 것”에 관해 이야기하기보다는 국내에서 일자리를 창출하는 것과 숨통을 죄는 각종 규제와 제한의 제거 방법에 관해 이야기해야 마땅하다. 연방정부가 부과한 이런 규제와 제한이 경제의 상호 맞물린 부분들을 폐쇄했다.
