By Richard W. Rahn(columnist) Politicians love the corporate income tax because it is a hidden tax, while good economists loath it. The politicians can claim they are taxing the evil companies, ignoring the obvious fact that a corporation is nothing more than a legal way of doing business and that all taxes ultimately fall on individual people.

If the corporate income tax is zero, as it is in some countries, corporations would have more money to invest in R&D and new plant and equipment, enabling them to produce more at lower cost, benefitting their customers. The companies would also have more money to hire more workers at higher wages, all of whom would pay more personal income tax to the government.

And finally, the corporations would have more money to pay more dividends, which are also taxed at the individual level. Over the long run, abolishing or at least drastically lowering the corporate income tax rate (rather than just reducing it) is more likely to increase government revenue ? because of higher growth and better allocation of resources.

Forty years ago, Ireland was the poorest country in the EU; now it has the highest per capita income in the European Union, next to Luxembourg. The Irish wisely decided that the way to improve their people’s lives was by adopting economic policies that would lead to high growth. One of those key policies was to have a lower corporate income tax rate (12.5 percent) than the other major countries in Europe so when companies were trying to decide where in Europe to put their headquarters and other operations, they would choose Ireland.

The strategy worked extremely well. Businesses flocked to Ireland with its pro-business policies. Employment and real incomes soared. Other countries took note and began to reduce their corporate tax rates.

법인 소득세는 감추어진 세금이기 때문에 정치인들이 좋아하는 반면 좋은 경제전문가들은 싫어한다. 정치인들은 기업법인이 사업을 하는 법적인 방법에 불과하며 모든 세금은 궁극적으로 사람들 개인에게 떨어진다는 명백한 사실을 무시한 채 자기네가 나쁜 여러 회사에 세금을 부과한다고 주장하는 것이 가능하다.

몇몇 국가에서 그런 것처럼 만약 법인 소득세가 제로일 경우 기업들은 연구 및 개발과 새 공장 및 설비에 투자할 돈이 더 많아져 더 낮은 비용으로 더 많은 제품을 생산하여 자기네 고객들에게 이익을 주는 것이 가능해진다. 회사들은 또한 더 높은 임금으로 더 많은 근로자들을 고용할 돈을 더 많이 갖게 될 것이다. 이 근로자들은 정부에 개인 소득세를 더 많이 지불할 것이다.

그리고 끝으로 기업들은 배당금으로 지불할 돈을 더 많이 갖게 되는데 배당금에는 또한 개인 차원의 세금이 부과된다. 장기적으로 기업 소득세율을 (단순히 줄이기보다) 폐지하거나 혹은 대폭 낮추는 조치가 정부의 수입을 증대시킬 가능성이 더 높다. 왜냐하면 더 높은 경제 성장과 각종 자원의 더 효과적인 배분 때문이다.

아일랜드는 40년 전 유럽연합 내부에서 가장 빈곤한 나라였다. 지금 이 나라는 1인당 소득이 유럽연합 안에서 룩셈부르크 다음으로 가장 높다. 아일랜드는 높은 성장을 유도하는 경제정책을 채택하는 것이 자국 국민들의 생활수준을 향상시키는 방법이라는 현명한 판단을 내렸다. 그런 중심정책 가운데 하나가 법인 소득세율을 유럽의 다른 주요 국가들보다 낮은 12.5%로 정한 것인데, 이로 인해 회사들은 유럽의 어디에 본사 및 여타 사업체를 배치할 것인지 고심할 때 아일랜드를 선택하게 되었다.

이 전략은 극도로 좋은 효과를 발휘했다. 친기업적인 정책을 시행하는 아일랜드에 여러 기업들이 몰려들었다. 고용과 실질 소득이 급격히 증가했다. 다른 나라들도 주목하여 자국의 법인세율을 낮추기 시작했다.
