[WT논평] The war on drugs was not a dismal failure

By Ed Feulner (founder of the Heritage Foundation) Repeat a lie often enough, the saying goes, and it becomes the truth. Take the war on drugs. As you’ve surely heard in everything from sneering editorials to unsourced memes on Facebook, it was a dismal failure.

Using data from the National Institutes of Health, it shows the number of 12th graders who in the last month have used illicit drugs -everything from marijuana and LSD to cocaine and heroin. The number was a bit above 30 percent in 1975; today, it’s just below 25 percent.

But check the ups and downs in between. That’s where the real story is. We see drug usage among this key group rise to almost 40 percent in 1979, then drop to about 15 percent in 1992. Then it climbs steadily until it’s about 25 percent in 1997. Since then it’s dipped a bit, then gone back up, until leveling off at around 24 percent.

So the real question is, what happened in the 1980s, when drug usage among 12th graders was more than cut in half? The war on drugs, that’s what happened.

Yes, the term is commonly used to refer to the government’s ongoing push to stop drug trafficking, so it technically applies even now. But there was a difference then. The war wasn’t fought only by the police -it was fought by everyone. It was cultural.

The war on drugs should encompass more than efforts by law-enforcement agencies. That was the difference in the 1980s, when the phrase “Just Say No” became ubiquitous. People not only heard anti-drug messages from the White House, they heard them from movies, TV shows and radio ads.

We successfully stigmatized cigarette smoking when the dangers became too glaringly apparent to ignore. We can do the same thing (again) with drugs.

거짓말을 충분히 자주 하면 진실이 된다는 속담이 있다. 마약과의 전쟁을 예로 들어보자. 비꼬는 논설부터 페이스북의 근거 없는 밈에 이르는 온갖 것에서 분명히 들은 바와 같이 그 전쟁은 음울한 실패다.

국립보건연구원의 자료를 활용하면, 마리화나에서 LSD, 코카인, 헤로인에 이르는 온갖 불법 마약을 지난달 사용한 12학년 생도의 수가 드러난다. 그 숫자는 1975년에 30%를 약간 넘었다. 지금은 25%를 밑돈다.

그러나 그 사이의 부침을 살펴보라. 진정한 이야기가 거기에 있다. 이 핵심집단의 마약 사용이 1979년에는 거의 40%까지 오른 다음 1992년에는 대략 15%로 떨어진다. 그 뒤 이 숫자는 1997년에 약 25%가 될 때까지 꾸준히 오른다. 그 이후 약간 내려갔다가 대략 24%에서 수평을 이룰 때까지 다시 올라갔다.

그러므로 진정한 의문은, 12학년생들의 마약 사용이 절반 이하로 줄었던 1980년대에 무슨 일이 벌어졌느냐 하는 것이다. 마약과의 전쟁이 벌어졌다.

그렇다, 이 용어는 마약밀매를 중지시키기 위한 정부의 계속 진행 중인 노력을 언급하기 위해서 흔히 사용되므로 아직도 기술적으로 적용된다. 그러나 그때와는 차이가 있었다. 그 전쟁은 경찰만 싸운 것이 아니라 모든 사람이 싸웠다. 그것은 문화운동이었다.

그 전쟁은 사법 기관들의 노력 이상을 총망라해야 한다. “그냥 싫다고 말하라”란 구절이 보편화되었던 1980년대에는 그것이 다른 점이었다. 사람들은 마약 반대 메시지를 백악관으로부터만 들은 것이 아니라 영화와 TV 쇼 및 라디오 광고에서도 들었다.

각종 위험이 눈에 띄게 분명해져 무시할 수 없게 되었을 때 흡연에 낙인을 찍는 데 우리는 성공했다. 같은 일을 마약에 되풀이할 수 있다.
