[WT논평] Russia is a riddle wrapped in a mystery

Rahn (columnist) Many foreign governments and their leaders, including the Russians, try to buy influence in Washington, by hiring lobbyists (including former Democratic and Republican members of Congress), law firms and public relations firms, to make their case for whatever issues concern them.

Most of this is perfectly legitimate and proper, provided that, when being paid by a foreign government or government-controlled entity, the lobbyist registers as an agent of the foreign government. But, as with most forms of government regulation, those so determined find legal or illegal ways around the regulations.

Over the last three years, there have been well-documented reports from reputable organizations that a number of politically active environmental groups had been receiving tens of millions of dollars in contributions from Russia and apparently Kremlin-controlled sources. Much of the money was laundered through an offshore entity in Bermuda going to environmental bundlers in the United States, where, in turn, it was distributed to many environmental lobbies (i.e., Sierra Club, National Resources Defense Council, League of Conservation Voters and others).

The Russians supported these groups in their opposition to fracking, pipeline construction, and other oil and gas development, with the goal of depressing development to keep prices high. Russia depends heavily on oil and gas exports, and those revenues had accounted for more than 50 percent of the Russian government’s budget.

The documents released by WikiLeaks and others contain a trove of information. Despite many well-documented articles about the Russian support for the anti-oil and gas development lobby, most of the organizations denied it or refused comment.

환경운동에 돈을 대는 러시아의 속셈

러시아를 포함한 다수의 외국 정부와 지도자들은 민주당 및 공화당의 전직 연방의원들을 포함한 로비스트와 로펌 및 홍보회사를 고용하여 워싱턴에서 돈으로 영향력을 행사하려고 애쓴다. 그 목적은 자기네 관심을 끄는 모든 현안에 대한 그들의 주장이 정당함을 입증하는 데 있다.

외국 정부 혹은 정부 관리 기관이 돈을 댈 때 로비스트가 외국 정부의 대리인으로 등록할 경우 이런 노력의 대부분은 완전히 합법적이고 적절하다. 그러나 대다수 형태의 정부 규제의 경우와 마찬가지로 작심한 사람들은 규제를 우회하는 합법적 혹은 불법적인 길을 찾아낸다.

적극적으로 정치운동을 벌이는 일부 환경단체들이 러시아와 크렘린의 통제를 받는 것이 분명한 자금원들로부터 수천만 달러의 기부금을 받았다는, 문서로 충분히 입증된 몇 건의 보고서가 평판이 좋은 단체들로부터 나왔다. 이 자금의 대부분은 버뮤다에 있는 해외 기관을 통해 세탁되어 미국의 환경운동 모금운동가들에게 흘러들어갔다. 미국에서 다시 이 돈은 예컨대 시에라클럽, 전국자원보호협회, 보존 유권자 연맹 등 다수의 환경 로비활동에 분배되었다.

러시아 사람들은 고유가를 유지하기 위해서 개발을 억제한다는 목표 아래 프래킹 공법, 송유관 건설, 기타 석유 및 천연가스 개발 반대에 뜻을 같이하는 이런 단체들을 지원했다. 러시아는 석유 및 천연가스 수출에 크게 의존하고 있으며 그 수입이 러시아 정부 예산의 50% 이상을 차지했다.

위키리크스 등의 단체들이 공개한 문서들은 귀중한 정보를 내포하고 있다. 석유 및 천연가스 개발 반대 로비에 대한 러시아의 지원에 관한, 관련 증거가 많은 다수의 기사 보도에도 불구하고 대부분의 단체들은 그 사실을 부인하거나 논평을 거부했다.
