[WT논평] Fracking has sparked an unprecedented energy revolution

By H. Sterling Burnett (research fellow at the Heartland Institute) Over the past decade, fracking has sparked an unprecedented energy revolution in the United States. Increased domestic energy production related to fracking lowered electricity and gasoline prices, creating hundreds of thousands of high-paying jobs and helping to rebuild the U.S. role as a global leader in chemical manufacturing. Fracking also moved the country closer to attaining true energy independence than it has been for decades.

Despite research showing fracking does not harm the environment and reduces greenhouse-gas emissions, natural gas exploration is off to a slow start in Europe, where protests by radical environmentalists have thus far halted nearly all significant attempts at fracking.

Russia is right to fear the fracking revolution, the construction of LNG export terminals in the United States, and LNG import terminals around the world, especially in Europe. Russia is the European Union’s main supplier of oil and virtually dominates the region’s natural gas energy market. Russia has used its power as Europe’s energy broker to extort concessions ? or at least quiescence ? from EU member states, notably while conducting its various controversial activities in Georgia, Ukraine and Chechnya.

U.S. LNG exports threaten to break Russia’s energy stranglehold on Europe, undermining its political influence.

Russia’s actions to suppress fracking across the European Union, while bad for Europe, could be a boon for the United States, opening up new markets for U.S. natural gas suppliers, creating jobs and improving the trade balance. If EU member states won’t develop their own natural gas and oil supplies, U.S. companies, workers and investors will be happy to profit by providing oil and gas to them.

 

러시아의 천연가스 공급 독점을 깨는 프래킹

지난 10년 동안 프래킹 공법이 미국에서 전례 없는 에너지 혁명에 불을 붙였다. 프래킹과 관련된 국내 에너지 생산의 증가로 전기 및 가솔린 가격이 내려갔고 고임금 일자리를 수십만 개 만들었으며 세계의 화학 제조업에서 미국의 지도자 역할을 재구축하도록 도왔다. 프래킹은 또한 이 나라를 지난 수십 년 동안 그 어느 때보다 진정한 에너지 자립의 달성에 더 가까이 이동시켰다.

프래킹이 환경에 해를 끼치지 않고 온실가스 배출을 줄인다는 사실을 보여 주는 연구에도 불구하고, 급진적인 환경보호주의자들이 지금까지 거의 모든 중요한 프래킹 시도를 중단시킨 유럽에서는 천연가스 탐사가 느리게 시작되었다.

프래킹 혁명과 미국 내 LNG 수출 터미널 및 전 세계 특히 유럽의 LNG 수입 터미널의 건설을 러시아가 두려워하는 것은 옳다. 러시아는 유럽연합(EU)에 대한 석유의 주된 공급자이고 그 지역의 천연가스 에너지 시장을 사실상 지배하고 있다. 러시아는 유럽의 에너지 중개자로서의 힘을 이용하여, 두드러진 사례로 조지아와 우크라이나 및 체첸에서 논란이 많은 다양한 행동을 하는 가운데 EU 회원국들로부터 양보 혹은 적어도 묵인을 강요했다.

미국의 LNG 수출은 러시아의 정치적 영향력을 약화시키는 가운데 러시아가 에너지를 이용하여 유럽의 목을 조르는 행태를 끝장내려고 위협한다.

EU 전역에서 프래킹을 억제하려는 러시아의 여러 가지 행동은 유럽에게는 나쁜 반면 미국으로서는 자국의 천연가스 공급업자들에게 새로운 시장을 열고 일자리를 만들며 무역균형을 개선하는 호재가 될 수 있다. 만약 EU 회원국들이 자기네 천연가스와 석유 공급원의 개발을 하지 않을 경우 미국 회사들과 근로자들 및 투자자들이 유럽에 석유와 천연가스를 공급하여 이익을 올림으로써 행복해질 것이다.
