Populism has definitely overperformed in this election cycle. Yet despite undeniable success, America’s political establishment still dismisses populism’s possibility of ultimate victory. Saying populism cannot prevail here means ignoring that it has before.

America’s most famous example was Andrew Jackson’s 1828 presidential victory that realigned the nation’s political system.

Overseas, it has been on the rise for some time ? and not just in the Third World, but across First World Europe.

Since its founding, virtually all changes to America’s political system ? constitutional and political party rules ? have increased popular participation. Both Democrats and Republicans now rely almost exclusively on primary elections to choose their presidential nominees ? not party leadership.

America’s political establishment deigns to acknowledge the cumulative effect of fear in populism’s rise, choosing to explain it as a product of naivete on the part of populism’s adherents. Instead, it is the establishment’s naivete that should be astounding.

Perhaps the political class’ delegitimization has come not from its failure to address the threats so many perceive, but from its refusal to truly acknowledge them. Such failure completes the divorce between the establishment and average Americans. This split is wider and deeper than the Washington elite understands and it extends beyond the problems of the moment. This is why the populist ascendancy will not simply vanish after one election cycle ? even if the economy is fixed.

포퓰리즘이 세계적으로 득세하는 이유

이곳과 해외의 포퓰리즘 역사는 포퓰리스트의 승리가 오래지 않아 결국 실현될 수 있다는 것을 분명히 보여준다.

포퓰리즘이 이번 선거 주기 동안 과도하게 작용한 것은 분명하다. 그러나 부정할 수 없는 포퓰리즘의 성공에도 불구하고 미국의 정치 기득권층은 포퓰리즘의 궁극적인 승리 가능성을 여전히 일축한다. 이곳 미국에서 포퓰리즘이 승리할 수 없다고 말하는 것은 포퓰리즘이 과거에 승리한 사실을 무시하는 것을 의미한다.

미국의 가장 유명한 사례는 1828년 앤드루 잭슨의 대통령 선거 승리였으며 그의 승리가 이 나라의 정치체제를 재편성했다.

해외에서는 포퓰리즘이 얼마 전부터 상승세를 보이고 있는데 단지 제3세계뿐만 아니라 제1세계인 유럽 전역에서 상승세를 보였다.

건국 이래 헌법 및 정당법 등 미국 정치체제의 사실상 모든 변화가 대중의 정치참여를 증가시켰다. 지금은 민주당과 공화당 모두 자기 당의 대통령 후보 지명자 선출을 당 지도부가 아닌 예비선거에 거의 전적으로 의존한다.

미국의 정치 기득권층은, 포퓰리즘이 이 운동 신봉자들 측의 순진함의 산물이라는 설명을 선택함으로써 포퓰리즘 상승에 대한 공포의 누적 효과를 마지못해 인정한다. 대신 정말 경악스럽게 생각해야 할 것은 기득권층의 순진함이다.

아마도 정치 계층의 권위 실추는, 그토록 많은 사람들이 인식하는 각종 위협을 해결하는 데 실패한 데서 연유한 것이 아니라 그 위협을 진정으로 인정하기를 거부하는 데서 연유한다. 그런 실패는 기득권층과 일반 미국인들 사이의 결별을 완수한다. 이런 분열은 워싱턴의 지배층이 이해하는 것보다 더 넓고 깊으며 각종 현안의 차원을 넘는다. 경제가 개선되더라도 한 선거 주기 뒤에 포퓰리스트의 상승현상이 그냥 사라지지 않는 까닭이 여기에 있다.
