[WT논평] Germans are making bad choices

German Chancellor Angela Merkel recently suggested that Europe may no longer be able to rely on the United States as a faithful ally and that the continent “really must take our fate into our own hands.”

I had three reactions to this. The first was: You ingrate. We bailed you out twice in the 20th century at enormous cost in blood and treasure. After World War II, the Marshall Plan rebuilt your nation, even though your people elected Adolf Hitler and brought the destruction on yourselves.

My second reaction was: Good. It’s about time Europe started paying its own way and stopped relying on its U.S. “sugar daddy” for protection while nations focused on their own economies.

Then a third thought occurred to me: This is precisely what Russia’s Vladimir Putin wants to happen. Separating Europe from the United States would give him more opportunities to expand Russian territory and engage in other ventures not in the best interests of Europe, or America.

Europe has often been on the wrong side of issues (Ms. Merkel’s open border policy to Muslim immigrants being just the latest), and this time appears to be no exception.

Whatever electoral benefit Ms. Merkel might gain from her statements about Mr. Trump, neither Europe nor the U.S. can afford a rupture in their Atlantic partnership.

While Ms. Merkel probably won’t carry through on her threat ? she needs America, as does the rest of Europe to keep Mr. Putin at bay ? just the suggestion of a separation could be enough for Mr. Putin to try and seize more territory and solidify Russia’s annexation of Crimea and his occupation of parts of Ukraine.

The partnership between Europe and America for the last 70-plus years is too important to let emotions and personalities divide us.

독일 총리 앙겔라 메르켈은 유럽이 미국을 충실한 동맹국으로 더 이상 의지할 수 없을지 모르며 유럽 대륙은 “자신의 운명을 자기 손 안에 진정으로 장악해야 한다”는 견해를 최근 내비쳤다.

이 말에 대해 필자는 3가지 반응을 했다. 첫째는 당신은 배은망덕하다는 지적이다. 우리는 20세기에 엄청난 피와 재화를 희생하여 당신네를 두 차례나 곤경에서 구해 주었다. 당신네 국민이 아돌프 히틀러를 선출하고 자신의 파멸을 자초했음에도 불구하고 우리는 제2차 세계대전이 끝난 뒤 마셜플랜을 통해 당신네 나라를 재건했다.

필자의 둘째 반응은 잘한다는 평가다. 유럽이 빚을 지지 않는 생활을 시작하고 유럽 국가들이 자국 경제에 초점을 맞추면서 미국이란 ‘돈 많은 남자’에 의지하는 행태를 중지할 때가 되었다.

이어 필자는 셋째 생각을 했다. 이것은 러시아의 블라디미르 푸틴이 일어나기를 원하는 바로 그런 사태다. 유럽을 미국으로부터 분리시킬 경우 푸틴은 러시아의 영토를 확장하고 유럽이나 미국에 최선의 이익이 되지 않는 다른 모험을 벌일 기회를 더 많이 얻게 될 것이다.

바로 최신 사례로 메르켈이 무슬림 이민자들에게 국경을 개방한 정책처럼 유럽은 각종 현안에서 종종 잘못된 편에 섰으며 이번에도 예외가 아닌 듯이 보인다.

트럼프에 관한 발언으로 메르켈이 선거상으로 어떤 이득을 보더라도 유럽이나 미국은 대서양 협력관계의 결렬을 감당할 형편이 못된다.

메르켈이 위협을 실천에 옮기지는 않겠지만 단지 결별 시사만으로도 푸틴이 더 많은 영토 장악을 시도하여 성사시키고, 러시아의 크림 합병 및 우크라이나 일부 지역 점령을 굳히도록 하는 데 충분할 수 있다.

지난 70년 이상에 걸친 유럽과 미국 사이의 협력관계는 감정이나 유명인사들이 우리를 분열시키도록 방치하기에는 너무 중요하다.
