[WT논평] MAD is not enough to prevent enemy attack

At that point, most of the country’s policymaking elite considered Mutual Assured Destruction (MAD) an acceptable policy to deter the Soviet Union. MAD relied on maintaining devastating second-strike forces, meaning that even if an enemy attacked the United States first, enough U.S. nuclear forces would survive to inflict massive casualties to that enemy.

Most policymakers believed MAD was enough to ensure the Soviet Union would never attack, and that any missile defenses could upset the delicate balance of assured destruction. Additionally, many scientists believed that missile defense was impractical because it was too technologically challenging. President Reagan was skeptical of the MAD doctrine. He also didn’t believe missile defense was impossible for the nation that had succeeded in putting a man on the Moon more than a decade earlier.

The theory of assured destruction has grown completely irrelevant to challenges the United States has faced since the Cold War ended.

Adversaries and potential adversaries have chosen to exploit U.S. vulnerability and invested heavily in ballistic missiles, as well as programs researching and developing lethal payloads for them. As Heritage has continued to emphasize, the threat from ballistic missiles is only 33 minutes away.

The United States slowly woke to the ballistic-missile threat, withdrew from the Anti-Ballistic Missile Treaty that prohibited missile-defense deployments in 2002, and started an initial missile-defense program designed to protect the country, forward-deployed troops and allies from primarily Iranian and North Korean ballistic missiles. With a track record of successful intercepts, the U.S. missile defense program has proven its critics wrong.

실효성을 완전 상실한 상호확증파괴 원칙

레이건 대통령의 새로운 정책은 참으로 선견지명이 있었다. 그 시점에 국가정책 수립 엘리트는 대부분은 상호확증파괴(MAD)를 소련을 저지하기 위한 용납 가능한 정책으로 간주했다. MAD는 2차 타격용 군사력의 유지에 의존했는데, 이는 적이 미국을 선제적으로 공격하더라도 미국의 핵 군사력이 충분히 살아남아 그 적에게 막대한 피해를 가하게 된다는 것을 의미한다.

대부분의 정책 수립자들은 MAD가 소련 공격의 완전한 방지를 보장하기에 충분하며 어떤 미사일방어망일지라도 확증파괴의 미묘한 균형을 뒤엎을 수 있다고 믿었다. 그에 덧붙여 많은 과학자들은 미사일방어망이 기술적으로 너무나 어렵기 때문에 비실용적이라고 생각했다. 레이건 대통령은 MAD 원칙에 회의를 품었다. 그는 또한 10년도 더 지난 과거에 인간의 달 착륙을 성공시킨 나라에 미사일방어망이 불가능하다는 것을 믿지 않았다.

확증파괴 이론은 냉전이 종식된 이후 미국이 직면한 여러 가지 도전에 대처하는 데 쓸모를 완전히 잃었다.

적들과 잠재적인 적들은 미국의 취약점을 악용하는 길을 선택했고 탄도미사일은 물론이고 치명적인 탑재물의 연구와 개발을 위한 각종 계획에도 막대한 투자를 했다. 헤리티지가 계속 강조해온 바와 같이 탄도미사일이 가하는 위협은 불과 33분 거리에 있다.

미국은 탄도미사일의 위협을 천천히 깨달았고 미사일방어망 배치를 금지한 탄도탄요격미사일제한(ABM)조약에서 2002년에 탈퇴했으며, 미국과 전진 배치된 미군 병력 및 동맹국들을 주로 이란과 북한의 탄도미사일로부터 보호하기 위해서 고안된 초기 미사일방어계획을 시작했다. 성공적인 요격 실적을 쌓은 미국의 미사일방어 계획은 비판자들이 틀렸다는 것을 입증했다.
