[WT논평] Multilateral actions against North Korea

The greatest challenge to global security is the nuclear threat from rogue states, led by North Korea and Iran. There will be no progress in ensuring global nuclear stability without cooperation between the United States and Russia. We cannot ignore the greatest contemporary threat of all, nuclear attacks. It feels remote and unlikely, but is a very clear and present danger.

It is essential for the international community to remain alert to the constantly growing threat of nuclear terrorism, in whatever form it may take, ranging from the detonation of a ‘dirty’ bomb by a terror group or the destruction a nuclear facility to a full-fledged nuclear attack.

The accelerated pace of North Korea’s testing over the last few years is a cause for concern. Last year there were 24 missile tests and two nuclear tests, and this year there have already been a lot of missile tests. North Korea is nearing the final stage of nuclear weaponization posing a direct threat to the world, including continental U.S.

While the United Nations Security Council (UNSC) voted unanimously to further strengthen sanctions against North Korea at the end of 2016, it is clear that these have not acted as a deterrent. North Korea is taking liberties with the international community and UNSC has not been tough enough.

We face a deadlock in attempts for nuclear disarmament; North Korea is increasing its nuclear capability and this is a shameful demonstration of the impotence of the great powers and the U.N. Security Council.

The leaders of Russia, the United States, Britain, China and other important powers around the world, must make countering nuclear terrorism the highest priority, and can only do so by upholding international security with cooperation. This must extend to reviving all previously adopted initiatives and resolutions on nuclear terrorism without delay.

세계의 안보에 대한 최대 도전은 북한과 이란이 주도하는 불량국가들의 핵 위협이다. 미국과 러시아 사이의 협력 없이는 세계의 핵 안정 보장에 진전이 없을 것이다. 우리는 현대의 가장 큰 위협인 핵 공격을 외면할 수 없다. 그것은 가능성이 희박하게 느껴지지만 현존하는 매우 분명한 위험이다.

테러 단체의 ‘더러운’ 폭탄 폭발이나 혹은 핵 시설의 파괴에서부터 전면적인 핵 공격 등 어떤 형태로든 끊임없이 증가하는 핵 테러의 위협을 국제사회가 계속 경계하는 것이 필수적이다.

지난 몇 년 동안 북한의 실험 가속화는 우려의 원인이다. 지난해 미사일 실험 24회와 핵실험 2회가 실시되었고 올해는 이미 여러 차례 미사일 실험이 행해졌다. 북한은 핵무기화의 최종 단계에 접근하여 미국 대륙을 포함한 세계에 직접적인 위협을 가하고 있다.

유엔 안전보장이사회가 2016년 말에 북한에 대한 제재 강화를 만장일치로 표결했으나 이런 조치가 억지력으로 작용하지 않은 것이 분명하다. 북한은 국제사회를 업신여겼고 유엔안전보장이사회는 충분히 강경하지 않았다.

우리는 핵무장 해제 시도에서 교착상태에 직면했다. 북한은 핵 역량을 증가시키는 중이고 이는 강대국들 및 유엔 안전보장이사회의 수치스러운 무능 노출이다.

러시아, 미국, 영국, 중국 및 세계의 여타 중요국가들은 핵 테러에 대한 대응을 최우선 과제로 삼아야 하며 협력을 통한 국제안보 유지에 의해서만 그렇게 할 수 있다. 이는 과거에 채택된 핵 테러에 관한 모든 계획과 결의안을 지체 없이 되살리는 것을 포함해야 한다.
