[해외논단] 진상규명이 필요한 벵가지 테러사건

오바마정부 사태처리 무관심 일관
힐러리 대선가도에 장애물 될 수도

테러분자들이 리비아의 벵가지 주재 미 외교 공관을 습격하여 미국인 4명을 살해하고 1년이 지났다. 그 중 한 사람은 미국 대사였고 2명은 전직 네이비실 요원이었다. 당시 국무장관인 힐러리 클린턴과 오바마 대통령의 호언장담에도 불구하고 벵가지 피습 상황에 관해 현재 미국인들이 알고 있는 지식은 그 때보다 많지 않다. 그 이후 오바마 대통령은 다른 여러 가지 새로운 문제에 대처하느라 바쁘다.

우연히도 힐러리 클린턴은 지금 퇴임하여 엄청난 사례금을 받는 강연을 하면서 전국을 끊임없이 돌아다니고 있다. 언론보도에 따르면 그녀는 2016년에 “반드시” 민주당의 대통령 후보로 지명 받을 것이라고 한다. 타임 잡지의 조 클라인 같은 부류들의 주장에 따르면, 힐러리는 재능과 자격을 갖춘 드문 대통령 후보라고 한다.

하지만 힐러리는 미국인들이 벵가지 사태를 둘러싼 정황을 파악하도록 조치하지 못했다. 전국 순회강연을 하는 지금 국무부의 당시 벵가지 사태 처리 관련 질문을 하여 그녀를 당황하게 만드는 것은 적절하지 않다는 게 중론인 것 같다.

사람들은 힐러리에게 그런 질문을 했다가 면박당하는 것을 꺼릴지도 모른다. 과거 청문회에서 벵가지 사태 관련 질문을 했던 한 상원의원에게 힐러리는 “이 시점에서 그것을 따지는 것이 무슨 소용이 있느냐”고 되받아쳤다. 그 말을 하는 힐러리는 마치 상대를 야단치는 듯이 보였다.

오바마 행정부의 뒤이은 여러 가지 스캔들 때문에 벵가지 사건이 기억에서 사라질 위기에 처한 점이 지금 걱정스런 현실이다. 선지자 오바마는 대통령으로서 응당 책임을 졌어야 함에도 불구하고 대선운동 때 벵가지 관련 질문에 대답하지 않았다. 뿐만 아니라 공화당 대통령 후보 미트 롬니가 선거유세에서 벵가지 관련 질문을 제기한 것이 천박한 판단 착오인 것처럼 미국 언론이 묘사했다.

필자의 지시를 받은 기자가 벵가지 사건에 관한 질문을 했으나 백악관은 아무런 반응을 보이지 않았고 기자의 질문을 완전히 외면했다. 예를 들어 로버트 맥케인 기자는 벵가지 사건 당시 대통령이 어디 있었는지 물었으나 백악관은 대꾸하지 않았다.

다른 몇 가지 질문도 제기되었다. 백악관의 벵가지 사건 해명 근거로 누군가 반 무슬림 비디오테이프를 끌어들였다. 누가 그랬는가. 색출하는 것은 별로 어렵지 않다. 사건 직후 미 중앙정보국 국장이었던 데이비 페트리어스와 동료들은 이 테이프가 배제된 사건설명을 준비했던 것으로 알려졌다.

벵가지 사건이 사전계획에 따라 저질러진 테러행위라는 사실을 백악관이 부정하려고 애쓴 이유는 무엇인가.

사건 직후 리비아 대통령이 계획된 공격이라고 말했는데도 미 행정부가 사전 계획의 증거가 없다고 며칠 동안 계속 주장한 까닭은 무엇인가.

이런 허위정보를 퍼뜨린 책임이 누구에게 있는가. 이런 허위정보가 미 국무부에서 나왔는가 아니면 백악관에서 나왔는가.

이 모든 의문에 대한 철저한 진상규명이 이루어질 경우 그녀의 대통령 당선 가능성을 장담하기 어려워질 가능성이 있다. 오바마 행정부가 계속 누적시키는 여러 가지 스캔들 또한 국민과 의회의 골칫거리다.

Benghazi’s unanswered questions

Digging up old scandals to make room for the new ones

It has now been just over a year since a group of terrorists overwhelmed our diplomatic post in Benghazi and killed four Americans, one of whom was our ambassador, two of whom were former Navy SEALs.

Today, we know little more than we did then, despite bluster from Hillary Rodham Clinton when she was secretary of state and President Obama, who has gone on to still other problems. Incidentally, Mrs. Clinton is now in retirement and ceaselessly roaming the country lecturing for enormous honoraria. She is, according to the press, the “inevitable” 2016 Democratic nominee, and, according to the likes of Time magazine’s Joe Klein, the most talented and credentialed candidate for the presidency in “many a moon.”

Still, she has not seen to it that the American people have been informed about the circumstances surrounding the death of the Americans in Benghazi and, apparently, in her travels around the country, no one has seen fit to discomfit her with questions about the State Department’s handling of Benghazi. Maybe they fear she would shut them down the way she shut down an inquiring U.S. senator with her witty riposte, “What difference, at this point, does it make?” When she said that, she appeared to be ranting.

The troubling fact is that Benghazi is now in danger of being erased from memory by all the subsequent Obama administration scandals. The Prophet Obama did not respond to questions about Benghazi even during his campaign, when he should have been held accountable. Moreover, his Republican opponent, Mitt Romney, was depicted by the press as boorish and vaguely misguided for even raising a question about Benghazi during the campaign.

I have put reporters on the case, and they have not even been able to get a response from the White House, not even an acknowledgment of the reporters’ questions. For instance, the indefatigable Robert Stacy McCain has asked the White House without getting a response where the president was the night of Benghazi. Could he see a timeline? “We still have not gotten an answer,” he writes, “and most of the media seem to have lost all interest in the question. White House correspondents have let themselves be played like chumps, treated like court stenographers whose job is to transcribe the administration’s talking points.” Chris Wallace of Fox News did make bold to ask the president’s senior adviser, Dan Pfeiffer, about the president’s whereabouts that night. Yet Mr. Pfeiffer was evasive.

There are other questions to ask. Someone dragged into the White House’s talking points an anti-Muslim tape. Who did this? That cannot be too hard to discover. Allegedly, the head of CIA at the time, Gen. David H. Petraeus, and his colleagues prepared talking points that did not include the tape. Who was responsible for inserting the tape into the talking points? Why did the White House try to deny that the attack was a premeditated terrorist attack? Libya’s president said last Sept. 16 the attack was planned, but the administration continued for days to say there was no evidence it was a planned attack. Who was responsible for this misinformation? Did it come from the State Department or the White House?

What about embassy security? Has there been a record of weak security at diplomatic complexes? I am told there is. Who is responsible for that security? I am told that an old Clinton administration aide, Patrick F. Kennedy, is responsible. Is this so? Is it true that he divides his duties between embassy security and something laughably called the State Department’s “Greening Council,” a project to improve the environmental sustainability of the State Department’s facilities? Is there evidence that Mrs. Clinton knew that the embassies and consulates in the region were in danger? Maybe after a thorough inquiry, her presidential prospects will not be quite so promising. By the way, what about rescuing our people in Benghazi that night in September 2012? Were there troops on the ground capable of doing it? How about nearby, say in Italy? Who was responsible for those troops? Did someone countermand their orders?

Obviously, there are important questions here, and I am sure Congress can come up with additional ones. Congress’ problem and ours is that the Obama administration keeps accumulating scandals.
