[WT논평] Accepting North Korea as a nuclear weapons state

North Korea knows that its claim of a hostile U.S. policy is a pretext for justifying its pursuit of nuclear weapons. This desire to be a nuclear weapons state goes back to the 1960s, when China entered the club of nuclear weapons states and Kim Il-sung, Kim Jong-un’s grandfather, also sought nuclear weapons for North Korea. This desire to have nuclear weapons persists to this day. And as justification, North Korea cites a hostile U.S., despite U.S. efforts over the past 25 years to peacefully resolve issues with North Korea and move toward a normal bilateral relationship.

Currently, we assess that North Korea has nuclear weapons. We will not, however, accept North Korea as a nuclear weapons state, regardless of any attempt to put a cap on the number of weapons they retain.

There are compelling reasons why we should not accept North Korea as a nuclear weapons state. A nuclear North Korea will encourage other countries in the region to seek their own nuclear weapons capability, regardless of U.S. extended nuclear deterrence commitments. There’s no doubt that South Korea, Japan, Taiwan and others in East Asia will seek their own nuclear weapons, thus creating a nuclear arms race in the region.

Another reality is the accidental use, through miscommunication or faulty information, of a nuclear weapon that could spark nuclear conflict on the Korean Peninsula and in the region. In short, accepting North Korea as a nuclear weapons state, regardless of their protestations of being a responsible actor, would be a monumental mistake.

If North Korea refuses to enter into unconditional discussions, and continues to launch missiles and conduct nuclear tests, then the U.S. and its allies should continue to implement an aggressive containment and deterrence policy, with additional missile defense deployments.

북한을 핵무기 국가로 인정하는 것

미국이 북한에 적대적인 정책을 취한다는 북한의 주장이 자국의 핵무기 추구를 정당화하는 핑계라는 것을 북한은 알고 있다. 핵무기 국가가 되겠다는 이 욕망은 중국이 핵무기 국가 클럽에 들어가고 김정은의 할아버지 김일성 또한 북한의 핵무기를 추구했던 1960년대로 거슬러 올라간다. 핵무기를 보유하겠다는 이 욕망은 오늘날까지 계속되고 있다. 그리고 정당화의 이유로 북한은 적대적인 미국을 끌어댄다. 북한과 각종 현안을 평화적으로 해결하고 쌍방의 관계 정상화를 향해 나가기 위해 미국이 지난 25년 동안 노력했음에도 불구하고 그렇다.

현재 우리는 북한이 핵무기를 보유하고 있는 것으로 평가한다. 그러나 그들이 보유한 무기의 개수를 제한하려는 모든 시도와 상관없이 우리는 북한을 핵무기 국가로 인정하지 않을 것이다.

우리가 북한을 핵무기 국가로 인정하지 말아야 하는 강력한 이유는 여러 가지다. 핵으로 무장한 북한은 그 지역의 다른 나라들이 미국의 핵 억지력 연장 약속과 상관없이 자체 핵무기를 모색하도록 부추길 것이다. 한국·일본·대만과 동아시아의 다른 나라들이 자체 핵무기를 추구할 것이고, 따라서 그 지역에 핵무기 경쟁을 만들 것이라는 데는 의문의 여지가 없다.

통신의 착오나 혹은 잘못된 정보로 인해서 핵무기를 우발적으로 사용하여 한반도와 그 지역에서 핵전쟁을 촉발할 가능성 역시 또 다른 현실이다. 간단히 말해서 북한을 핵무기 국가로 인정하는 것은 자기네가 책임 있는 행동을 하는 국가라고 그들이 주장하는 것과 상관없이 엄청난 실책이 될 것이다.

만약 북한 무조건적인 협의에 들어가는 것을 거부하고 미사일 발사와 핵실험을 계속할 경우 미국과 동맹국들은 미사일방어체제를 추가 배치하는 한편 적극적인 봉쇄 및 억제 정책을 계속해야 한다.
