[WT논평] Pursuing a steady course with North Korea (2)

The second summit in Hanoi unfortunately was not successful, with both sides making unacceptable proposals. The DMZ meeting that followed in June 2019 was positive, with a commitment to have positive (working level) meetings going forward.

The first and last senior working level meeting was in Stockholm in October 2019. That one-day meeting, between Special Representative Steve Biegen and chief nuclear negotiator Kim Myong Gil, went for more than eight hours, with positive comments from Mr. Biegen and criticism from Mr. Kim. Efforts to have a second working level meeting have been unsuccessful.

Over the last few months, North Korea has publicly issued a series of ultimatums to the United States to change its calculus by December of this year for dealing with the North.

Recent media commentaries from Gen. Kim Yong-chol, the former lead negotiator for North Korea and head of the United Front Department and Kim Kye-gwan, the former First Vice Minister of Foreign Affairs and lead negotiator for the Six Party Talks, have been very critical of the United States, parroting this ultimatum.

The recent public comments from the new First Vice Foreign Minister Ri Thae-Song have been, even by the North’s standards, critical and offensive.

To threaten the United States with an “unwelcomed Christmas gift” if we don’t change our approach and discard our so-called hostile policy toward the North is unsettling and unfortunate.

For North Korea to allude to a return to 2017, with nuclear tests and intercontinental ballistic missile (ICBM) launches, is reckless and provocative.

Certainly, Mr. Kim must know that President Trump will respond forcefully to this type of escalation.

양측이 받아들일 수 없는 제안을 함으로써 하노이의 두 번째 정상회담은 불행히도 성공을 거두지 못했다. 2019년 6월에 뒤이어 성사된 비무장지대 회동은 실무차원의 긍정적인 일련의 회담을 진행시키기로 약속함으로써 긍정적인 성과를 거두었다.

미국과 북한이 성사시킨 첫 번째이자 마지막 고위급 실무차원 회담은 2019년 10월 스톡홀름에서 개최되었다. 미국의 특별대표 스티브 비건과 북한의 수석 핵 협상대표 김명길이 참석한 당시의 하루 회담은 8시간 이상에 걸쳐 계속된 다음 비건은 긍정적인 논평을 했고 김명길은 비판적 견해를 밝혔다. 두 번째 실무회담을 개최하기 위한 양측의 노력은 성공을 거두지 못했다.

미국이 북한에 대처하는 계산법을 올해 12월까지 바꾸어야 한다는 일련의 최후통첩을 북한은 지난 몇 달 동안 공공연히 발표했다.

북한의 수석 협상대표를 역임했고 통일전선부 부장인 김영철 장군과 북한 외교부 제1 부상을 지냈고 6자회담 수석대표로 활동한 김계관이 최근 북한 매체에 발표한 일련의 논평은 이런 최후통첩을 본받아 미국을 심하게 비판했다.

북한의 신임 외교부 부상 리태성의 최근 공개논평은 북한의 기준에서 보더라도 비판적이며 모욕적이었다.

만약 우리가 접근법을 바꾸지 않고 북한에 대한 소위 적대 정책을 버리지 않을 경우 “달갑지 않은 크리스마스 선물”을 주겠다고 미국을 협박하는 것은 불안을 조성하는 불행한 행태다.

북한이 핵실험과 대륙간탄도미사일 발사를 함으로써 2017년으로 되돌아가겠다고 암시하는 것은 무모한 도발이다.

트럼프 대통령이 이런 유형의 상황 악화에 강력히 대응할 것이라는 점을 김정은은 분명히 알아야 한다.
