[WT논평] What is happening in the 21st century?

Is the West in decline? Or is it just going through a rough patch? Is the rise of Islamic totalitarianism inexorable? Or will it hit a wall as did the atheistic totalitarianisms that preceded it? Is freedom in retreat or just pausing before its next advance? You see what I mean? It’s not easy to describe the sea in which we swim.

Cultures, nations and individuals learn from experience -except when they don’t. They try to do better -and frequently fail. After World War II, the U.N. -meant to be an improvement on the League of Nations - “proclaimed” the Universal Declaration of Human Rights. It set out, “for the first time, fundamental human rights to be universally protected.” Self-evidently, the desired result has not come about.

Of course, some of what the Declaration calls rights are difficult to achieve, much less protect. On the other hand, it would not be difficult for anyone holding power to guarantee Article 19’s “right to freedom of opinion and expression.”

74 percent of the world’s population lives in countries that impose “serious restrictions on religious freedom.” Though North Korea, China and Burma make the State Department’s list of “countries of particular concern,” Islamic theocracies are most likely to be restrictive.

The most significant threat to religious freedom, of course, is none of the above. It is genocide: the annihilation of entire religious communities through mass murder, enslavement, forced exile and the destruction of religious and cultural artifacts. Such genocide is taking place right now.

Paying serious attention to genocide is vital -but not enough. Are Americans and others in the West willing to do more this time than we did in Bosnia, Rwanda, Cambodia, Europe during World War II and Armenia during World War I?

서방세계는 쇠퇴하고 있는가. 혹은 단지 어려운 시기를 겪고 있는가. 이슬람 전체주의의 상승은 거침이 없는가. 혹은 그에 앞섰던 몇몇 무신론 전체주의가 그랬던 것처럼 벽에 부딪힐 것인가. 자유는 후퇴하고 있는가 아니면 다음 전진에 앞서 단지 쉬는 것인가. 당신은 필자의 의중을 이해하는가. 우리가 헤엄치고 있는 바다는 묘사하기가 쉽지 않다.

여러 문화와 국가 및 개인은 안 배울 때를 제외하고 경험에서 배운다. 그들은 발전하기 위해 노력하며 실패하는 경우가 빈번하다. 제2차 세계대전 후 국제연맹을 개선하자는 취지에 입각한 유엔은 세계인권선언을 “선포”했다. 이 선언은 “처음으로 기본 인권이 보편적으로 보호된다”는 말로 시작된다. 원했던 결과가 실현되지 않은 것은 자명하다.

물론 이 선언이 권리라고 부른 일부 내용은 달성은 고사하고 보호도 어렵다. 반면에 권력자가 제19조의 “견해 및 표현의 자유에 관한 권리”를 보장하는 것은 어렵지 않을 것이다.

세계 인구의 74%는 “종교의 자유에 대한 심각한 제약을” 가하는 여러 국가에서 살고 있다. 북한, 중국, 버마가 미 국무부의 “특별 관심 국가” 명단에 올라 있지만 이슬람 신정체제를 실시하는 나라들이 가장 심각한 제약을 가할 가능성이 있다.

물론 종교의 자유에 대한 가장 중대한 위협은 위의 그 어느 것도 아니다. 가장 큰 위협은 집단학살이다. 즉 대규모 살인, 노예화, 강제 추방, 종교 및 문화 유물 파괴를 통한 종교 공동체 전체를 파괴하는 행위다. 그런 집단학살이 바로 지금 벌어지고 있다.

집단학살에 진지한 관심을 기울이는 것이 매우 중요하지만 그것으로 충분하지 않다. 미국인들과 서방의 다른 주민들은 우리가 보스니아, 르완다, 캄보디아 및 2차대전 때 유럽과 1차대전 당시 아르메니아에서 한 행동 이상을 이번에 할 용의가 있는가.
