[WT논평] Drug trafficking and the border security

Not long ago, the Centers for Disease Control released its annual report of drug overdose deaths. In the report, there is precisely zero discussion of the sources of the problem. The words “Mexico,” “China” (source of fentanyl), “the border,” “cartels” or “trafficking” do not appear. A reader coming to the issue cold would have no idea where this poison came from or how it made its way to American states.

It is actually possible to report on the heroin epidemic in a reasonable and professional manner. In mid-November, the British Broadcasting Corporation (BBC) ran a multipart feature which was shown in the United States and is still on their website. They began in Mexico with a first segment called, “America’s Heroin Trail: The Outdoor Factory that Feeds the U.S”. Later segments followed the drugs over the border to their users and showed the death and destruction that heroin and fentanyl cause.

The BBC’s production makes good sense: The problem starts here (Mexico and China). It goes through there (the Border) and it causes harm over there - New Hampshire or some other American State. To my knowledge, no American broadcast or cable network has ever done that, certainly not in recent years as heroin from Mexico and fentanyl from China have exploded on the American scene.

Why, then did the CDC and the American journalists not live up to normal professional standards? The answer, I would argue, is the border. Once you start asking, “Well, how did this poison get here to kill American citizens?” you are on a slippery slope towards Mexico, China and the border.

If you don’t ask the “how” question, you never reach the answer which is, “Without border security, there will be no halting the heroin epidemic.”

헤로인의 만연에 관해서 합리적이고 전문적인 방식으로 보고하는 것이 현실적으로 가능하다. 영국의 BBC 방송은 미국에서 방영되었고 지금도 자기네 웹사이트에 올려놓고 있는 여러 부분으로 구성된 특집을 11월 중순에 보도했다. 그들은 “미국의 헤로인 통로: 미국에 공급하는 야외공장”이란 제목의 제1부를 멕시코에서 시작했다. 제2부 이하는 마약이 국경을 넘어 사용자들에게 도달하는 과정을 추적하여 헤로인과 펜타닐이 초래하는 죽음과 파괴를 보여 주었다.

이 BBC 제작물은 합리적이다. 문제가 여기(멕시코와 중국)서 시작된다. 이어 거기(국경)를 지나 저 넘어(뉴햄프셔 혹은 미국의 다른 몇몇 주)에서 해를 입힌다. 필자가 알고 있기로는, 미국의 방송이나 케이블 네트워크가 그렇게 한 적이 한 번도 없었다. 멕시코의 헤로인과 중국의 펜타닐이 미국 사회에 폭발적으로 보급된 최근 몇 년 동안은 분명히 보도하지 않았다.

그렇다면 어째서 질병통제본부와 미국 언론인들은 정상적인 전문인의 기준에 부응하지 않는 것일까. 그 대답은 국경이라고 필자는 주장하는 바이다. 당신이 “자, 이 독약이 어떻게 이곳에 들어와 미국 시민들을 죽이는가”란 질문을 시작하면 당신은 멕시코, 중국 및 다른 국경으로 향하는 위험한 비탈길에 서게 된다.

“어떻게”란 질문을 하지 않으면 당신은 “국경 보안 없이는 헤로인 만연을 중지시킬 수 없을 것이다”란 해답에 결코 도달하지 못할 것이다.
