[WT논평]Bush and China''s ''Genocide Olympics''

China’s merciless Communist dictators, eager to sanitize their image around the world, are now gladdened by President Bush’s acceptance of an invitation from China’s president, Hu Jintao, to attend the Summer Olympics in Beijing. His host is a huge investor in the economy of Sudan ― perpetrator of what Mr. Bush was the first world leader to call the genocide of black Africans in Darfur. The American president must know that China is making elaborate, expensive preparations, which include reducing air pollution in Beijing, for this legendary international event. There is an intense expectation among China’s leaders that hosting (and sharing in) the glories of the quest for the gold medals will change China’s image in the world, from that of a merciless dictatorship to the embodiment of the Olympic spirit of harmonious relations among nations.
It would be even more exciting if, during what I and others are calling the “Genocide Olympics,” officials held an event to test the synchronizing skills of Sudan’s camel-riding Janjaweed militias as they burn villages, kill the men, rape the women, carry away the livestock and sometimes throw children into the fires. Sudan’s Khartoum government has pledged to disarm the Janjaweed but has shown no inclination to so, let alone punish the leaders.
Mr. Bush is certainly aware that Sudan’s chief investor and leading arms supplier is the host of next summer’s Olympics. China’s leaders are nervous about plans for a worldwide campaign to shame China into exerting its enormous influence to compel the Sudanese government to join civilization. This nervousness extends to a growing movement to boycott the Olympics because of China’s obvious complicity in the genocide.
Maybe Mr. Bush, sitting in his box seat at the games, will be moved to make “a political statement” to Mr. Hu urging him to tell the government of Sudan that China is considering disinvesting from Sudan if it continues the genocide. The president of China may listen politely, but Beijing continues to insist unwaveringly that it will continue at the U.N. Security Council to protect Sudan from forceful punishment of its crimes against its own people.
Mr. Bush should reconsider his presence at the “Genocide Olympics” in Beijing. I also hope that, on reflection, a growing number of the athletes winning a place at the Summer Olympics will decide that receiving a gold medal at an event hosted by a partner in genocide will not be worth the trip.

중국의 '집단학살 올림픽'과 부시

중국의 무자비한 독재자들은 자신들의 나쁜 이미지를 전 세계적으로 불식시키기 위해 애쓰고 있다. 그들은 지금 후진타오 중국 주석의 베이징 하계올림픽 참관 초청을 부시 미국 대통령이 수락한 것을 기뻐한다. 그를 초청한 주최 측은 수단 경제에 막대한 투자를 하고 있다. 또 세계 지도자로서는 미국 대통령이 다르푸르의 아프리카 흑인 집단학살이라고 처음 지적한 만행의 당사자가 수단이다. 중국이 이 전설적인 국제행사를 위해 베이징의 대기오염을 줄이는 것을 비롯해 여러 가지 값비싼 준비를 공들여 하고 있다는 사실을 미국 대통령도 잘 알고 있을 것이다. 중국 지도자들은 금메달을 획득하는 영광스러운 대회를 주최하고 참여하는 것이 전 세계적으로 중국의 이미지를 바꿀 것으로 크게 기대하고 있다. 즉 무자비한 독재체제에서 국가들의 조화로운 관계를 도모하는 올림픽 정신의 구현으로 이미지를 바꾸는 것이다.
필자와 일부 사람들이 ‘집단학살 올림픽’이라고 부르는 행사 기간 동안, 마을을 불태우고 남자들을 죽이고 여자들을 강간하며 가축을 끌고 가고 종종 어린이들을 불 속에 던지는 수단의 낙타를 탄 잔자위드 민병대원들의 일사불란한 기술을 시험하는 경기를 주최 요원들이 연다면 더욱 흥미를 끌 것이다. 하르툼 정부는 잔자위드 민병대의 무장을 해제하겠다고 약속했으나 그 지도자 처벌은 고사하고 실행할 의사를 보이지 않는다.
다음 올림픽 주최국이 수단의 으뜸 투자국이며 주요 무기 공급국이란 사실을 부시는 분명히 알고 있다. 수단 정부가 문명에 동참하도록 강요하기 위해 중국이 막강한 영향력을 행사하도록, 중국에 창피를 주는 전 세계적인 운동 계획이 중국 지도자들을 불안하게 만들고 있다. 중국은 집단학살의 명백한 공모자이기 때문에 점증하는 올림픽 보이콧 운동에까지 이런 불안이 연장되고 있다.
아마도 부시 대통령은 귀빈석에 앉아서 경기를 관람할 때 후 주석에게 ‘정치적인 발언’을 하고 싶은 마음이 생길 수도 있다. 즉 수단이 집단학살을 계속할 경우 중국이 수단에 대한 투자 철회를 고려하고 있다는 것을 수단 정부에 통보하라고 촉구할 수 있다. 후 주석은 정중하게 귀를 기울이겠지만 중국 정부는 유엔 안전보장이사회에서 수단이 자국민들에게 자행한 범죄행위로 인해 강력한 응징을 받지 않도록 계속 보호할 것이다.
부시 대통령은 베이징 ‘집단학살 올림픽’ 참관을 재고해야 한다. 필자는 또한 이번 하계올림픽에 참가하는 선수들 가운데서 더욱 많은 사람들이 다시 잘 생각하여, 집단학살 공모자가 주최하는 행사에서 금메달을 따는 것이 여행의 가치가 없다고 결정하기를 희망한다.
